The General Council of Rhône summer session The General Council met for the last time before the holidays at a public meeting this Friday, July 24, 2009.
Chaired by Michel Mercier, the numerous records of the agenda were passed:
Housing and Development "special needs housing" Today in the Rhone, 23 360 people receive the allowance departmental personal autonomy (ADPA) and their number is growing by roughly 10% per year ; 2500 people enjoy the benefit of disability compensation (PCH). This aid, however compelling a cost to the Department from 300 to 1 000 € with a monthly average of 470 € per beneficiary for ADPA and up to € 7 000 per month per beneficiary for Action 24/24, the an average of 1 € 100 per month per beneficiary.
Given the population projections for the years to come - the 64/74 years would increase by 30% and more than 75 years nearly 40% in 2020 - the Department must find solutions for global news ensuring at the same time, hospitality, comfort and durability of persons losing their autonomy and allow better solvency, while meeting their aspiration is now to stay as long as possible at home.
To meet these challenges of loss of autonomy due to disability and old age that represent significant financial issues, the Department offers a simple, innovative solution, developed in partnership with stakeholders in the housing and welfare mutuals. It is to reserve 20 to 25% of special needs housing in the new real estate projects town centers and neighborhoods.
Specifically, the Department is formalizing its initiative to develop the habitat suitable for persons potentially frail or dependent by signing a charter drawn up with the APICIL, that combines housing developers, social landlords. These occur together both in home ownership in the free market rental or social housing, a vast housing program tailored to addiction in new residential or rehabilitation. New Beaujolais aid The Departmental Assembly agreed last 5 requests for assistance "delayed arrival" corresponding to 5.9338 hectares to be grubbed and € 480,914 compensation. Regarding the Department's work in the task of "promoting, marketing and quality improvement" of Beaujolais, support has grown to over € 2500000 provided since 2006. exceptional support to milk producers At the public meeting on 12 June, the Department has passed an emergency aid to 1,006 milk producers of the Rhone. This funding is set at € 10 thousand liters of milk, reported the overall quota production of milk delivered and amounts to € 1.942 million. After consultation with agricultural professionals, aid is thus established: the first lump sum of 350 € will be allocated to each operation, which added an amount calculated in accordance with the quota to produce.

For the period 2009-2011, the state wants to go further, hoping that each cluster gets a real strategy for 3 to 5 years. For this, performance contracts will be signed between the governance cluster, the state and communities. Each division will include reporting on its activities through various indicators grouped around several themes (governance and animation, research and development, attractiveness territorial, SMEs, human resources, sustainable development, international influence, etc.)..
The Department co-signed contracts with performance in 2009, support departmental 1.247 M € (255 000 € for the operation of Lyon Biopole, Tenerrdis, and Plastipolis Axelera and € 992 009 for 5 research projects and development brought by Lyon Biopole, Axel, Imaginova, Techtera.
arts education and cultural development Since the decentralization laws have given it competence, the General Council organized the development of arts education, in the fields of music, dance and theater. Since July 2007, the Department coordinates and weaves together a network of education throughout the Rhone, to allow access to art education in greater numbers.
The network created includes the Conservatoire National de Region (based in Lyon), Ecole Nationale de Musique (based in Villeurbanne) and 19 institutions "Education Resources" and 117 learning centers and practices, 5 establishments including municipal or intermunicipal associations and 112 schools. Each year, financial support for all these structures is approximately € 6 million.
Elected officials voted annual grants for operation and investment for the 19-school resources (1,870 million €) for the 117 teaching centers and practices (1,680 M €) as well as help some of these structures to purchase instruments (211 000 €) and the creation of specific projects for organizing regions (100 000 €).
In 2009, moreover, it was decided to sign a partnership agreement with the National Center for Public Service Region for training those working within these different musical structures.
Social, summer camps for children and adolescents Each year, the Department provides support for children and adolescents whose families are in very precarious economic, social and family can go on holiday camps . Organised by the Friends of Thursday-Sunday (AJD) and in partnership with the Department since 1997, these camps for a period of 7, 10, 14, 18 or 21 days, hosting children from 6 to 15 years never go on vacation or very rarely. More than 2,000 children are thus left with the association since 1997 with 280 in 2008. This transaction is for the Department in line with its policy of prevention in children and youth.
In 2009, 260 children will be hosted on different sites of the department.
Humanitarian, a new partnership with Bioforce. Since its inception in 1983, Bioforce form and accompanies those who engage in humanitarian action. Each year, more than 1000 people are well trained in specific trades or accompanied humanitarian approach in their commitment to serving others.
A new three-year agreement and will be signed between the Department of the Rhone and Bioforce Development to develop solidarity actions such as information and education of young people from the values related to solidarity, inclusion of people experiencing employment difficulties, the organization of Tour de France of the Humanitarian response to the enthusiasm of young people and inform them of the realities and the professionalization of the sector solidarity.
Under this partnership, the Rhône Department to allocate Bioforce do u annual subsidy of 100 000 €.
Operation 2009 Harvest - The Department, in collaboration with job center, renewed for the fifth consecutive year operation "Harvest" he launched in 2005. It allows recipients of the RSA to work during the harvest by combining a salary and allowance while facilitating their transport to their workplace.
In 2009, RSA recipients have already been contacted by mail. A forum will harvest them in late July to meet some fifty growers, mainly in southern Beaujolais, and in need of manpower. As in previous years, a transportation system will be implemented as from the Lyon area to facilitate access to wineries for future successful pickers.
The cost of such transport is of 7500 euros, which will be funded by the Department of the Rhone, the pickers at 2 € per person transported, operators and beneficiaries, up to 2 € per day.
employment of recipients of RSA -
As part of its Departmental Program Insertion 2009 (PDI), the Rhône Department will sign several agreements to permit the return to the use of RSA beneficiaries (eg RMI until 1 July). An agreement with Médialys : Associations Médialys jobs and now manage the Rhone, the management of AMIS and Presence devices on the network SYTRAL . Jobs for the Rhone is known to disappear gradually, the Department chooses to continue working with the association Médialys. An agreement with FACE GRAND LYON : It includes making use of 40 recipients of the RSA through two actions. The first will allow 20 of them to take advantage of job opportunities offered by the group GDF Suez while the second would allow a return to sustainable employment for 20 other recipients in the network of forty companies involved in FACE GRAND LYON. The cost of the transaction amounts to € 60 000, with funding based on targets achieved in three distinct stages : The management of the recipient, the signature of the contract and the end of the employment assistance.
An agreement with the CGPME Rhone this new agreement now allows member companies recruit RMI recipients on contracts of employment law, and not only assisted contracts.
Association and Reed Builder Workshop and Integration (ACI) : Under the recovery plan developed by the state, the association Reed has established the creation of several temporary ICA. One of these workshops is to frame Biennale of Contemporary Art and has 10 insertion positions. The activity of the site is on a prototype building from five containers and recycled materials, and their maintenance during the Biennale. The Department participates in the Rhone to the tune of 2400 €, the equivalent of four places of insertion. The containers will be exhibited at various locations of the Biennale of Contemporary Art, as the Silk Square and the Place Bellecour.
support to local producers Gourmet Corner is an association of producers of the Rhone meeting within a Multi-channel structure to better promote their products on the local market. The association is already present in two supermarkets Auchan (Caluire and Dardilly) and wishes to develop partnerships with other brands.
It also plans to open in fall 2009 from a local food store to Bron and has established a development plan, including an increase in settlement areas, looking for new producers the establishment of delivery with the works councils and assistance in setting up new outlets.
